José Azevedo Moreira joined Morais Leitão in 2009. He is a member of the firm’s administrative and public law team and coordinates the German Desk.

His practice is focused on several areas of administrative law, mainly in areas related with public contracts.

He regularly advises awarding entities or tenderers on matters related to public procurement procedures, as well as on the performance of public contracts.

José Azevedo Moreira provides legal counseling to several public and private entities before administrative courts and he has represented clients in financial liability proceedings before the Portuguese Court of Auditors.

He also acts in public law arbitrations as an arbitrator and as an arbitral secretary. He is listed as an arbitrator at the CAAD (Centro de Arbitragem Administrativa), namely for disputes concerning public contracts.

He regularly participates as speaker in public law seminars and conferences and as lecturer in postgraduate courses on public procurement law. He is also the author of several articles on public law topics.

José is a member of the Public Procurement Group of CEDIPRE (Center for Studies in Public Law and Regulation, Coimbra Faculty of Law) and has participated in research projects of the Centre for Research in Public Law at the University of Lisbon School of Law (CIDP).

Law Degree (Nova Law School, 2007). LL.M. in European Community Law (Europa-Institut Saarland University, 2009), as a DAAD (Deutscher Akademischer Austauschdienst) fellowship holder.
