Vasco Xavier Mesquita

Senior Lawyer

Vasco Xavier Mesquita joined the firm in 2007. He is a member of the firm’s administrative and public law and urban planning and environment teams.

His practice focuses on several areas of public law, particularly on public contracts. For more than a decade, he has provided regular legal advice to both awarding entities and tenderers on the several phases of procurement procedures, as well as on the performance of public contracts.

He mainly focuses his activity on assisting private and public entities in litigations related to works contracts.

Vasco Xavier Mesquita is also a member of the firm’s Africa Team – an internal structure of the firm that provides permanent assistance to clients present in Portuguese-speaking African countries, while in close cooperation with the Morais Leitão Legal Circle network – providing assistance in public and administrative law.

He regularly participates in conferences and publishes articles on public law. He is also a member of CAAD, the Portuguese center for administrative arbitration.

At Morais Leitão, he previously worked with the European and competition team and with the firm’s tax team.



Education

Law Degree (Católica Porto Law School, 2007). Master’s Degree in Public and International Law (Católica Porto Law School, 2009). Attendance at postgraduate studies in Public Procurement (Coimbra Faculty of Law, 2011). Attendance at postgraduate studies in Administrative and Tax Litigation (Coimbra Faculty of Law, 2013). Attendance at postgraduate studies in National Defence Law (University of Lisbon School of Law, 2015).
