The Portuguese Maritime Administration (DGRM) issues instructions to all Portuguese flagged vessels operating in the Strait of Hormuz, Persian Gulf, Gulf of Oman and the Arabian Sea.
In line with other flags, the DGRM has advised Portuguese flagged vessels in these regions to implement MARSEC/ISPS Security Level 3 measures.
The increased military presence, active missile and drone activity, and explicit threats of maritime disruption pose serious threats to the safety of Portuguese-flagged vessels. All Masters and operators are strongly advised to avoid high-risk maritime zones unless absolutely necessary.
The Secretary-General of the International Maritime Organisation has said he was “deeply concerned by reports of at least one fatality and several seafarers injured in attacks on merchant vessels”, stressing that no attack on innocent seafarers or civilian shipping is ever justified. In the last 24 hours, at least three vessels have been confirmed to have been hit and/or attacked in the region.
Ships are advised to step up onboard security measures as appropriate to safeguard both vessel and crew by implementing MARSEC/ISPS Security Level 3 or equivalent precautions, in accordance with their approved ship security plans.
Where possible vessels should consider remaining at a safe port or anchorage in neighbouring countries outside the high-risk zone until conditions stabilise. NAVTEX navigational warnings should be continuously monitored to immediately report any security-related incident to the DGRM: isps.assist@dgrm.pt and marad@dgrm.pt
