Catarina Brito Ferreira and Inês Vieira analyse the European assessment of the PNEC 2030
In the July/August edition of Aspectos da Câmara de Comércio e Indústria Luso-Francesa (CCILF), Catarina Brito Ferreira and Inês Vieira, lawyers at Morais Leitão, analyse the European Commission's assessment of the revised version of the Portuguese National Energy and Climate Plan (PNEC) for 2030.
The article highlights the critical points identified by Brussels, such as the lack of concrete targets and insufficient technical detail regarding the electrification of the transport sector, decarbonisation of industry, and the role of buildings in achieving climate goals. While recognising Portugal's ambitious commitments, the Commission stresses the need to strengthen the coherence and feasibility of the proposed measures.
The article also outlines the legal framework for revising the PNEC under the Regulation on the Governance of the Energy Union and Climate Action, and explains the national legislative process that led to the submission of the revised plan in April of this year.
