Jorge Pação joined Morais Leitão in 2025. He is a member of the firm’s administrative and public law team.
He is also a guest lecturer at the University of Lisbon School of Law, where he teaches public law, with a particular focus on administrative law.
Jorge is also a researcher at the Lisbon Public Law Research Centre (LPL) and sits on the board of the Institute of Legal and Political Sciences. He is also a member of the Red Internacional de Bienes Públicos (RIBP) and its Secretary General.
His work as a legal consultant has focused primarily on General Administrative Law, Administrative Law of Property, Administrative Law of Infrastructures, and Public Procurement Law.
He regularly lectures on courses and at conferences on Administrative Law, Administrative Litigation, the Administrative Law of Property, and Public Procurement Law. He is also the author of various studies published in Portugal and abroad.
Between 2016 and 2019, he was an advisor to the Portuguese Constitutional Court.
