Jorge Pação

Consultant

Jorge Pação joined Morais Leitão in 2025. He is a member of the firm’s administrative and public law team.

He is a Guest Lecturer at the University of Lisbon School of Law, where he teaches Public Law, particularly Administrative Law. 

Jorge is a researcher at the Lisbon Public Law Research Center (LPL) and a member of the Board of the Institute of Legal and Political Sciences. He is also a member and Secretary General of the Red Internacional de Bienes Públicos (RIBP). 

He has worked mainly as a legal consultant advising in the areas of General Administrative Law, Administrative Law of Property, Administrative Law of Infrastructures and Public Procurement Law. 

He regularly lectures at courses and conferences in the areas of Administrative Law, Administrative Litigation, Administrative Law of Property and Public Procurement Law, and is author of various studies, published in Portugal and abroad.

Between 2016 and 2019, he was a former Advisor to the Portuguese Constitutional Court.
Education

Law degree (University of Lisbon School of Law, 2012). Conclusion of the curricular part of the Master’s Degree program in Administrative Law (University of Lisbon School of Law, 2014). Attending a PhD in Legal and Political Sciences (University of Lisbon School of Law).

Languages

Portuguese, English and Spanish.

Memberships

Portuguese Bar Association (admitted in 2015).
