Miguel Arnaud

Counsel

Miguel Arnaud joined Morais Leitão in 2024. He is a member of the firm’s administrative and public law team.

Miguel's previous roles include Advisor to the Secretary of State for the Presidency of the Council of Ministers of the XXIII Constitutional Government (2022–2024) and to the Minister for the Modernisation of the State and Public Administration (2020–2022). He was also a consultant at the law firm Sérvulo & Associados (2020) and a Senior Legal Technician in the Behavioural Supervision Department of the Bank of Portugal (2018–2020), having completed a traineeship there in 2018.

He is a guest lecturer in Public Law and Administrative Law at the University of Lisbon School of Law, and also teaches Sports Law at the University of Lisbon School of Human Motricity.
