André is a Partner in the Project Development and Finance Group (Energy, Resources and Infrastructure) at Morais Leitão since 2020 and currently leads the Singapore office.
He is widely recognised for advising sponsors, lenders (DFIs, ECAs and commercial banks), governments and corporates on the legal, commercial and strategic complexities of major energy, resources and infrastructure projects. André supports clients throughout the full lifecycle of project development and finance providing clear, commercially minded guidance that enables clients to deliver transactions shaping international markets and long-term investment landscapes.
Throughout his career, André has advised on landmark and pioneering projects across Europe, the Americas, Asia and Africa, gaining a unique dual civil-law and common-law perspective. This breadth of experience enables him to bridge international standards with practical, jurisdiction-specific solutions, ensuring clients achieve robust and commercially viable outcomes in complex, cross-border transactions.
Before joining Morais Leitão, André spent nearly a decade in the Worldwide Projects Group at Clifford Chance LLP in London, where he co-led the Portuguese and Lusophone Africa practices. He has also lectured and conducted research at leading institutions, including the Portuguese Catholic University (Lisbon, Portugal), Agostinho Neto University (Luanda, Angola), the University of Barcelona, and Harvard Law School (Cambridge, USA). He is also a member of the Bretton Woods Committee (Washington, USA), where he collaborates with the Climate and Energy Transition Finance Group.
André is admitted as a lawyer in Portugal, England & Wales, Spain, Timor-Leste and Singapore (RFL).
