Legal Alert | Competition Law in Angola, Mozambique and Cape Verde: enforcement in 2025 and outlook for 2026

The competition law landscape in Angola, Mozambique and Cape Verde continued to evolve in 2025, with relevant developments in merger control, the enforcement against gun jumping and the investigation of restrictive practices.

In Angola and Mozambique, merger control remains a priority for the Competition Regulatory Authorities (CRA). In 2025, Angola’s CRA received 13 notifications and adopted 11 Phase I clearance decisions, mainly in the oil and gas, energy and logistics sectors. In Mozambique, the CRA received 10 notifications and adopted 11 decisions, including nine Phase I clearances and two decisions finding the Competition Law inapplicable. In Cape Verde, no merger decisions were reported in 2025.

Both authorities also adopted relevant decisions concerning gun jumping, including fines for the implementation of mergers without prior notification.

In antitrust enforcement, noteworthy decisions include fines imposed for abuse of dominance and horizontal agreements in Mozambique, and for resale price maintenance in Angola.

Mozambique also introduced a leniency regime in 2025, and both authorities continue to strengthen international cooperation and prepare new regulatory instruments.

In 2026, competition law enforcement in Angola and Mozambique is expected to intensify further, reinforcing the importance of robust compliance procedures and policies for companies operating in these jurisdictions.
