Pedro Costa Gonçalves and Jorge Pação take part in the 6th Public Procurement Law Conference

Pedro Costa Gonçalves and Jorge Pação will be speakers at the 6th Public Procurement Law Conference, to be held at the Faculty of Law of the University of Lisbon on 4 and 5 November.

Under the theme “A Time of Change – The 2026 Revision of the Public Contracts Code and the Prospect of Reform of European Law”, the Conference will bring together academics, judges and legal practitioners to discuss the main changes introduced by the 2026 revision of the Public Contracts Code, as well as the prospects for the future development of the European public procurement framework.

On 4 November, Jorge Pação will take part in Panel I, dedicated to “Decisions prior to the procedure”, with a presentation on “Spontaneous initiatives and unsolicited proposals”. On the same day, he will also moderate Panel IV, dedicated to contract formation. Our counsel is also responsible for the executive coordination of the Conference.

Also on 4 November, Pedro Costa Gonçalves, partner at Morais Leitão, will speak at the conference session on “Changes to the scope of application of the public procurement regime and the regime applicable to excluded contracts under the 2026 revision of the Public Contracts Code”.

The 6th Public Procurement Law Conference is organised by the Institute of Legal and Political Sciences and the Lisbon Public Law Research Centre of the Faculty of Law of the University of Lisbon.
