Tiago da Costa Andrade and Gustavo Ribeiro Horta have authored the piece «Refusal of Extradition under the Convention between the Member States of the Community of Portuguese-Speaking Countries», published in the Extradition Hub.

The piece examines the limitations to the obligation to extradite set out in the Extradition Convention between the Member States of the CPLP, with a particular focus on the grounds for inadmissibility and the optional grounds for refusal. The authors further compare this framework with the Portuguese Law on International Judicial Cooperation in Criminal Matters (Law no. 144/99 of 31 August), which serves as the subsidiary legal framework applicable to extradition matters in Portugal, identifying the points of convergence and divergence between the two.
