Guide to the Action Plan of the National Artificial Intelligence Agenda for 2026–2030

Morais Leitão has launched a guide dedicated to the Action Plan of the National Artificial Intelligence Agenda (ANIA) for the period 2026–2030, recently approved by Council of Ministers Resolution No. 2/2026 of 8 January. This publication aims to systematise and clarify the main pillars, initiatives and strategic implications of the new national agenda for companies, the public sector and digital ecosystem stakeholders.

The guide places ANIA within the context of the National Digital Strategy, highlighting the vision of an ethical, responsible and public-value-driven use of artificial intelligence, with a direct impact on economic competitiveness, the efficiency of public services and quality of life. It analyses the six guiding principles of the agenda, as well as its four structural pillars: infrastructure and data; innovation and adoption; talent and skills; and responsibility and ethics.

Throughout the guide, the main initiatives planned for the 2026–2030 five-year period are examined, including the strengthening of national computing and data capacity, the promotion of AI adoption by companies and the Public Administration, the development of specialised talent and the consolidation of a regulatory framework aligned with European standards, in particular the Artificial Intelligence Regulation.

The guide also gives particular attention to the legal and regulatory implications of the proposed measures, notably in areas such as public procurement, intellectual property, data protection, regulatory sandboxes and the responsible governance of technology, supporting a practical understanding of the challenges and opportunities associated with the implementation of the agenda.
