Mozambique's new electricity concession regulation: what investors and lenders need to know

A new regulatory framework for electricity concessions is now in force in Mozambique.

Decree No. 31/2026, of 7 July, introduces detailed rules governing the award, implementation and termination of electricity concessions across the sector, covering generation, transmission, distribution, commercialisation, storage, import and export.

In our latest guide, we highlight the main changes introduced by the new Regulation, including the procedures for granting concessions, maximum concession periods, lender step-in rights, performance guarantees, creditor protections and the decommissioning fund regime.

We also consider the practical implications of the new framework for investors, lenders and the structuring and financing of electricity projects in Mozambique.
