Pedro de Gouveia e Melo joined the firm in 2002 and is a partner of the European Law and Competition department.

His practice focuses on advising and representing national and international clients in the areas of merger control, antitrust and market dominance, and State Aid — both before the Portuguese Competition Authority and the European Commission — as well in competition litigation, notably on private enforcement of competition law, and in the setting up and implementation of compliance programs for various industries.

Pedro leads the firm’s competition practice in Lusophone Africa and has extensive experience before the Competition Regulatory Authorities of Angola and Mozambique.

He also advises and represents clients on EU law matters, especially on foreign direct investment and foreign subsidies, internal market, and European funds.

Pedro was the President of the U.A.E. – European Lawyers’ Union between 2020 and 2022 and is currently the Secretary-General of the Portuguese Association of European Law. He was seconded to Latham & Watkins LLP in Washington, DC in 2007. He speaks and writes regularly on EU and competition law.

Pedro is recommended as a leading competition lawyer in Portugal by the most prestigious legal directories, such as Chambers Europe, Legal 500, Lexology (formerly Who’s Who Legal: Competition), and Best Lawyers.
