João Pereira Reis analyses the impact of new legislative proposals on the real estate sector at an APPII session
João Pereira Reis, a partner at Morais Leitão, took part as a speaker in a new edition of the Executive Breakfast Sessions, organised by the Portuguese Association of Real Estate Developers and Investors (APPII), dedicated to the recently approved Bills no. 47 and 48 and their impact on the real estate sector.
The session took place on 25 March at Tivoli Avenida Liberdade, in Lisbon, and brought together experts and industry professionals to discuss the implications of the legislative measures which aim, on the one hand, to introduce tax relief to stimulate housing supply and, on the other, to revise the framework governing urban planning and licensing procedures.
João Pereira Reis joined the panel alongside Manuel Maria Gonçalves, CEO of APPII, and Bruna Melo, from EY, and provided a legal analysis of the proposed changes and their regulatory framework.
Key topics addressed:
- Overview of Bills no. 47 and 48 and the Government’s strategic objectives
- Impact of tax relief measures on the promotion of new housing supply
- Review of urban planning and licensing procedures and potential efficiency gains
- Legal and operational implications for developers and investors
The intervention highlighted the relevance of these changes at a time of significant pressure on the housing market and underlined the need to ensure regulatory predictability and effective implementation of the measures.
This session forms part of APPII’s programme of initiatives aimed at fostering informed debate on critical issues for the real estate sector and reinforces the importance of dialogue between regulators, investors and legal advisers.
