Morais Leitão hosts seminar on changes to urban planning licensing

Urban planning licensing in Portugal is undergoing a legislative review that amends the Legal Framework for Urbanisation and Building (RJUE), the urban rehabilitation regime and municipal procedures, following the Urban Planning Simplex reform. These changes are the focus of the seminar organised by Morais Leitão and Imojuris, taking place in Lisbon and Porto.

Morais Leitão and Imojuris, with the support of the Portuguese Association of Property Developers and Investors (APPII) and Vida Imobiliária, are organising the seminar “Changes to Urban Planning Licensing”, to be held on 9 February in Lisbon and on 12 February in Porto.

The seminar focuses on the proposed revision of the urban planning licensing framework, including the Legal Framework for Urbanisation and Building (RJUE) and the legal regime for urban rehabilitation, analysing the impact of the new rules on municipal urban planning practice, property development and the activity of economic operators, following the Urban Planning Simplex.

Key changes to the RJUE and impact on local authorities and developers

In Lisbon, on 9 February, from 3.00 pm to 5.00 pm, at the João Morais Leitão Auditorium, João Pereira Reis, partner at Morais Leitão, will analyse the main changes to the RJUE. Rui Ribeiro Lima, also a partner at Morais Leitão, will join the panel discussion on the practical effects of the proposed legislation for local authorities and developers, moderated by Manuel Maria Gonçalves, CEO of APPII.

Changes to urban planning licensing under analysis

In Porto, the session will take place on 12 February, at the same time, at the Morais Leitão Auditorium. Rui Ribeiro Lima and Joana Duro, coordinating associate at Morais Leitão, will take part in the analysis and debate on the changes to urban planning licensing, the new simplification mechanisms and the increased accountability of stakeholders.

The event brings together lawyers, local authority representatives and property sector professionals to discuss the expected changes during the parliamentary review process and their impact on urban development.
