Urban Rehabilitation Week returns to Lisbon on 3, 4 and 5 March, at Lisboa Social Mitra, reaffirming its position as Portugal’s leading event dedicated to housing, construction, urban rehabilitation and sustainability. Morais Leitão joins the initiative as a Gold Sponsor and will be represented by two partners in sessions focused on the evolution of the urban planning and building permit framework.

Amendments to the Legal Framework for Urban Planning and Building (RJUE): key changes to urban licensing

The parallel session taking place on 4 March will focus on the amendments to the Legal Framework for Urban Planning and Building (RJUE), following two years of application of Decree-Law no. 10/2024, of 8 January, in a context marked by the need to accelerate projects and respond to the housing crisis.

Rui Ribeiro Lima analyses the main proposed amendments to the RJUE, identifying the critical aspects of the current framework and the legal challenges associated with its implementation. He also takes part in the roundtable discussion alongside Nuno Malheiro da Silva, CEO and Founder of Focus Group Portugal, moderated by Tiago Cabral, Director of Imojuris.

Simplex Urbanístico 2.0: impact of the new urban licensing rules on construction and real estate

The main session, taking place on 5 March, is dedicated to the new urban licensing rules and examines the impact of recent legislative changes on the construction and real estate sectors.

The new framework introduced under the Simplex Urbanístico aims to shorten deadlines, simplify procedures and reduce administrative bureaucracy. At the same time, it strengthens the responsibility of developers and technical professionals in ensuring the legal compliance of urban development operations.
