Morais Leitão takes part in Porto Urban Rehabilitation Week

Morais Leitão will participate in the 14th edition of Porto Urban Rehabilitation Week, with contributions from João Pereira Reis, Rui Ribeiro Lima, Joana Duro and João Pedro Vassal in two sessions dedicated to the recent changes to urban planning licensing and the challenges surrounding their implementation in the real estate and housing sectors.

Morais Leitão’s participation in Urban Rehabilitation Week begins on 2 November with the session “Review of urban planning licensing: the key developments”, co-organised by Morais Leitão and IMOJURIS.

During this session, Joana Duro, Managing Associate at Morais Leitão, will present the main changes introduced by Decree-Law No. 108/2026 of 29 May, examining their impact on the urban planning licensing framework and the objectives of simplifying and streamlining procedures.

This will be followed by a roundtable discussion on the practical implementation of the new legal framework, with the participation of representatives from the real estate sector and local authorities. The debate will be moderated by João Pedro Vassal, Associate at Morais Leitão.

On 3 November, João Pereira Reis and Rui Ribeiro Lima will speak at the conference “The new urban planning licensing rules amid the housing supply shortage”, co-organised by Morais Leitão, APPII and Civilria.

The two Morais Leitão partners will lead the session “The new legislative framework and implementation challenges”, focusing on the recent changes to the urban planning licensing regime and the challenges associated with their practical application, against a backdrop of the need to increase housing supply.

The session will also examine the extent to which licensing reforms and market-oriented incentives may help boost real estate development, accelerate project delivery and respond to current supply needs.

João Pereira Reis will also take part in the roundtable discussion, alongside representatives from the public and private sectors, in a debate focused on the impact of the new rules and the main challenges facing the different stakeholders in the real estate market.
