The 2025 Portuguese €612 Million Scheme

Philipp Melcher and Joana Simões Coelho are the authors of the chapter on Portugal in the latest edition (Volume 25, 2026) of the European State Aid Law Quarterly (EStAL), in the 'News on State Aid Developments' section.

Entitled 'The 2025 Portuguese €612 Million Scheme', the chapter analyses the aid scheme approved by the European Commission in April 2025, which reduces electricity tariffs for companies in electricity-intensive industries. It also explores the tension between the climate objectives of the green transition and the protection of industrial competitiveness.

First published in 2002, EStAL is the leading European publication dedicated exclusively to state aid law.
